How to Pay Amilyar Online: City Portals and Deadlines (2026)

How to pay amilyar online: what city portals ask for, Quezon City step by step, Cebu and Makati, discounts up to 20% and the 2% monthly penalty.

How to Pay Amilyar Online: City Portals and Deadlines (2026)

You can pay amilyar online in a growing number of Philippine cities, but not through one national website: each city or municipality runs its own portal, and the steps, the identifiers and the way the receipt reaches you differ from one treasurer's office to the next. This guide explains what every portal asks for, walks through Quezon City's process in detail because the city publishes it in full, summarizes what is known of the Cebu City and Makati portals, and lists the deadlines, discounts and penalties that apply everywhere. For how the tax itself is computed, see our amilyar guide.

What every portal asks for

Online or at the counter, the tax is identified by the property, not by you. The key is the Tax Declaration Number, printed on the tax declaration and on last year's official receipt; some cities use a Property Identification Number instead of or alongside it. You will also need the registered owner's name exactly as the assessor has it, an email address and a mobile number for one time passwords, and a valid ID to register an account.

Payment channels depend on the city: GCash, Maya, credit or debit cards, online bank transfer, Land Bank's online facilities, or a deposit to the city's account followed by an emailed slip. Expect a small convenience fee from the gateway. Receipts come in two forms. Some portals issue an electronic official receipt you download; others, including Quezon City, email a copy and keep the printed original for pickup or courier.

Three things to fix before you pay. If the property changed hands and the tax declaration is still in the previous owner's name, the portal will not find you or will bill the wrong person; the assessor's office corrects that, not the treasurer. A new house or an extension that the assessor has not yet recorded will be billed on the old assessment until you declare it. And a paid receipt is not a tax clearance: the certificate that sales, loans and permits require is a separate document, covered in our guide on how to get a real property tax clearance.

Quezon City, step by step

Quezon City's own guide, updated in April 2026, sets out the online route. Register or log in at QC E-Services, choose "RPT Payment (Amilyar)" and search for the property by its Tax Declaration Number, an eleven character code with a dash, then verify the owner's name shown. Owners with several properties add each number to a cart. Review the cart, proceed to payment, confirm the total and pay through the method offered.

After paying, email a photo of the proof of payment and the reference slip to the city's RPT payment address, rptpayment@quezoncity.gov.ph. Allow two to three business days for a photo of the computerized official receipt to arrive by email. The original is collected at the Online Payment window on the third floor of the City Treasurer's Office in the QC Hall annex, by you or by a representative named in advance by email, or by a courier you book yourself. Future payments do not need the original.

If the property's number does not appear in the system, the same email address adds it. Owners who prefer the counter go to the Taxpayer's Payment Lounge at the City Treasurer's Office with last year's receipt and the tax declaration, get the current assessment from the assessment clerk, and pay the printed bill. The city also notes the rule everyone shares: the tax accrues on January 1 and is payable in one or four equal installments, each due on or before the end of its quarter, so the first falls on March 31.

Cebu City, Makati and the others

Cebu City runs an online real property tax system at rpts.cebucity.gov.ph. According to practitioners who describe it, the owner registers the property units, requests a payment assessment, waits for the City Treasurer's Office to process it, then pays online through BancNet or PayGate or over the counter at an accredited Bayad Center, and the official receipt is still claimed at the Treasurer's Real Property Tax Division.

Makati's channel is the Makatizen Online Assessment and Payment Portal, reached through makationlinepayments.com. Manila's is the Go Manila platform, Pasig's the city's online payments site, and Taguig's the TRACE portal, each with its own enrollment rules; we could not open those three cities' pages while writing this, so take the steps from the treasurer's page of each city rather than from a summary. Smaller municipalities often run a hybrid: you email the treasurer for a statement of account, pay by bank transfer, and email the slip back.

Deadlines, discounts and penalties

The calendar is national and the details are local. Under the Local Government Code the tax accrues on January 1 and may be paid in four quarterly installments, and a city council may grant a discount of up to 20% for advance or prompt payment. In practice most cities announce a discount of 10% to 20% for owners who pay the whole year in January or before a date in the first quarter, and some keep a smaller discount for quarterly payers who pay on time. Each city publishes its own dates every December or January, so check the treasurer's announcement rather than last year's memory.

Miss the deadline and interest runs at 2% a month on the unpaid tax, for up to 36 months, which is 72% on top of the amount due. Years of delinquency end in a levy and a public auction of the property. The amnesty on penalties and interest for old delinquencies created by the 2024 valuation reform ran for two years and closed in July 2026, as our guide to zonal value vs market value vs assessed value recounts, so an owner with arrears today pays the full interest.

Owners abroad

Paying online is the point for an owner overseas, and most portals work from any country once the account is registered. Where a city still wants a signature or a physical receipt collected, a representative at home can do it with a letter of authority or, for anything that touches the title, a special power of attorney. Keep the digital receipts in one folder: they are the proof of payment a buyer's lawyer will ask for when you sell, alongside the papers in our guide to the documents needed to buy a house.

If you are shopping rather than paying, a year of amilyar belongs in the budget of every property in our listings; the number is on the seller's latest receipt, and asking for it is the quickest way to learn whether the taxes are current.

This article is general information, not tax advice. Portal steps change and discount dates are set each year by each city; confirm them on the city treasurer's official page before you pay.

Frequently asked questions

Can I pay amilyar online in the Philippines?

Yes, in cities that run their own portal, since there is no national website for real property tax. Quezon City uses QC E-Services, Cebu City an online real property tax system, Makati the Makatizen Online Assessment and Payment Portal, and Manila, Pasig and Taguig run platforms of their own whose steps we could not confirm. Every portal identifies the property by its Tax Declaration Number or Property Identification Number; payment channels depend on the city, typically GCash, Maya, cards or online bank transfer.

How do I pay real property tax online in Quezon City?

Log in to QC E-Services, choose RPT Payment (Amilyar), search the property by its eleven character Tax Declaration Number, verify the owner's name, add it to the cart and pay. Then email a photo of the proof of payment and the reference slip to rptpayment@quezoncity.gov.ph. A photo of the computerized official receipt arrives by email in two to three business days, and the original is collected at the City Treasurer's Office or sent by a courier you book.

When is amilyar due and is there a discount for paying early?

The tax accrues on January 1 and can be paid in full or in four quarterly installments, each due by the end of its quarter, so the first falls on March 31. A city council may grant a discount of up to 20% for advance or prompt payment, and most cities announce 10% to 20% for owners who pay the whole year in January or before a date in the first quarter. The exact dates are set by each city every year.

What is the penalty for paying amilyar late?

Interest of 2% a month on the unpaid tax, for up to 36 months, which adds up to 72% of the amount due. Long delinquency ends in a levy and a public auction of the property. The two year amnesty on penalties and interest created by the 2024 valuation reform law closed in July 2026, so an owner with old arrears today pays the full interest.
